Process to acquire a land in KSEZ

To acquire a land in KSEZ the buyer has to be a registered company or institution upon presentation of a certificate from RDB (Rwanda Development Board) for business companies, RCA (Rwanda Cooperative Agency) for cooperatives and RGB (Rwanda Governance Board) for Non-Governmental Organizations.
The price of a land in Kigali Special Economic Zones is 43,000 Rwandan francs per square meter (43,000Rwf/n2)

A contract is signed between Prime Economic Zones called The seller and The buyer after a down payment of 30% of the total cost of the plot upon approval of the buyer’s request.

The seller grant to the buyer 1 year grace period and after the 70% is paid over 3 years installments, an interest rate of 15% on annual basis will be charged if the 70% is not paid after the grace period on the remaining amount.

The buyer is eligible to start construction after payment of the 30% upon approval of designs to be submitted a copy PEZ office and another RDB in The Special Economic Zones Authority of Rwanda (SEZAR) within six months after signing the contract.

The required documents to apply for a construction permit are the following :

Proof of payment of non-refundable application fee of RWF 60,000 (Account No 1000023414 of RDB in BNR)

Proof of Ownership

Deed plan

Conceptual artistic drawings of the site

Topographical map of site

Architectural layout drawings and details , including floor plan

Water, Plumbing, sanitation, and drainage drawings and details (Including drainage plan for runoff from neighboring plot)

General arrangement of artificial ventilation (Air condition/HVAC)

Electrical, Mechanical or fiber optic installation layout details.

Business Plan

Structural drawings, layout, and details, including bar bending schedule and structural calculations, showing loading in structural calculation notes

Bills of quantity

Additional Information’s

Details of special Provisions for persons with disabilities

Soil test results

Environmental impact assessment Study

Environmental Management Plan

Fire safety plan and emergency exits

Building elevation and setback

Roof Plan

Fencing Plan

Projected level of utility usage(e.g. Water, Power, gas, Wastewater, and telecommunications)

Utilities connections and outlet plans

Exterior lighting plan

Project Implementation plan, With schedule, milestones, and deadlines

All drawings and plans must be stamped and signed by the design consultancy firm.
